The patch in the last comment provides enough details. As I'm not sure how to fix it properly in a mainline acceptable way I didn't even try to do that, this should reach TW ASAP.
The patch does not explain the regression between 17.1.6 and 17.1.7 in an obvious way. That's why I've asked what's different in archlinux's toolchain "extra", which apparently "fixes" (or workarounds) the issue. I've seen a thread on opensuse-factory ML today, which discusses disappearance of xlocale.h in glibc-26.
