The referenced OBS repository links is wrong:

sudo zypper ar -f https://download.opensuse.org/repositories/security:/SELinux/SLE_15_SP4/ Security-SELinux

But since 15.4 it should not use SLE_15_SP4 but simply 15.4

sudo zypper ar -f https://download.opensuse.org/repositories/security:/SELinux/15.4/ Security-SELinux
