Virtualbox install. disk full. create new disk in virtualbox. boot init 1 launch fdisk, create one primary in the new drive (goal is to move there /usr). I was in a very low available memory on the root partition. This prevented probably some scripts to run. I now have 1% more :-) but now it works as expected I will open an other bug - enhancement - because the initial partitionning was default and root was way too small (just under 5Gb) - home was an other 5Gb.
