Could you elaborate? In the end, a2enmod should know about the dependencies, and yast2-http-server should use a2enmod. Or yast2-http-server should know the dependencies. Alternatively, at an even more central place, /usr/share/apache2/get_module_list which ultimately creates the LoadModule list could reverse the two modules (and other such cases) if they are found to be not in order. You need to have a list of available modules (or check whether certain ones do exist on the system). That would also fit well as an additional option to a2enmod: -a|--all for listing all modules, not only active ones.
