Click buttons do still work, only pointer is unmovable. Plugging in a USB mouse gives back pointer control (not using the touchpad but only by using the usb mouse). Other user accounts are not affected.. up to the point where the touchpad tool is started or used running is that account and logout/login. Then the same issue happens.
