"lsusb" shows the scanner correct on both systems. Does "scanimage -L" show your HP 2400 Scanjet scanner? Run it both as root and as normal user.
As a normal user, it doesn't show. As root: office11:~ # scanimage -L device `genesys:libusb:003:002' is a Hewlett Packard ScanJet 2400c flatbed scanner
Please provide debugging information as described in "Trouble-Shooting (Debugging)" at http://en.opensuse.org/SDB:Configuring_Scanners

I assume the "HP 2400 Scanjet" is actually a "HP ScanJet 2400C" USB scanner with USB IDs 0x03f0/0x0a01 as listed at http://www.sane-project.org/cgi-bin/driver.pl?manu=&model=&bus=any&v=03f0&p=0a01

What does "sane-find-scanner" show when you run it as root?

Per Jessen, at least for now set up those workaround. Then scanning should work also for normal users. Regarding further analysis to find the root cause: I am afraid, I cannot help regarding any kind of udev issues. Thanks Johannes - I think I'll just stick to using opensuse 12.3, where this works without problems. I just thought it was good idea to test 13.1b1 now that I had to install a new office desktop anyway.

Per Jessen, perhaps in your case it might help when you disconnect and reconnect your USB scanner at the USB to trigger a "scanner plugin" event.
I tried that, made no difference. All what I can do (at least for now) is to close it as "worksforme" (see https://bugzilla.novell.com/page.cgi?id=fields.html#status).
I'll reopen, coz' it doesn't work for me. It's a clear regression. I'll update my test box to RC1 to see if that makes any difference. It made a difference, I can see the scanner now (also as non-root). Wrt your comments about status WORKSFORME, I disagree.
