This behavior is intended cause you might change the language of the system (Stano). I guess that 99.99% of the users won't do that very often (read: never) and that another solution would be a better one. Proposal: - download english and local language - if language is changed then translation-files of 'new language' are downloaded by starting YaST/YOU/ZEN-updater - if there is no connection available then use English descriptions, or ask for CD (do not forget the 'Ignore'-option) Does not look like something problematic to me.
