Registering openSUSE is obsolete since two releases. It even is no longer supported by the Novell registration servers. BTW, I have zypper dup'ed my Factory install and I still have yast2-registration and yast2-registration-branding-openSUSE installed.
It was dropped from Factory, that does not mean that it will be removed on your system. Does yast2-registration come back if you delete it manually and then do a "zypper dup"? If so please reopen this bug. It doesn't come back after a zypper dup.
