This bug is still present in 13.1.
The reason for this behaviour is that with noauto only in /etc/crypttab a
symlink for the crypt mount is created in:
/run/systemd/generator/local-fs.target.wants/
This symlink draws in the systemd-cryptsetup service which asks for the
password.
With noauto in /etc/fstab, this symlink is not created and hence there is no
dependency that activates systemd-cryptsetup service.
The symlink is created by systemd-fstab-generator.
We need to check for the nofail option in /etc/crypttab in
systemd-fstab-generator.
