Installing: gstreamer-1.16.2-4.1.x86_64 >..............................................................[done] Additional rpm output: setting /usr/lib/gstreamer-1.0/gst-ptp-helper to root:root 0755 "= >cap_net_bind_service+ep". (wrong missing capabilities)
This is an informative output only.
The RPMs are shipping files in secure mode, and the 'permissions' package then carries a list of approved, higher privileges (adjustable in security levels easy, secure, paranoid)
A default system is configured in 'easy' mode - after installing packages with extended privileges (and also suid binaries) the permissions are adjusted according to the chosen security level (/etc/sysconfig/security)
