Please be aware that for SMP systems also the numbers of CPU's matters. Whatever the reason for this issue might be, wouldn't it be least surprising if procinfo shows same idle time despite the number of CPUs?

From my observations, it seems that procinfo currently adds idle times of all CPUs, that is idle_time_of_cpu0 + idle_time_of_cpu1 + ...
