Another user logged in could be by means of: - A 2nd shell running on a different TTY (Maybe a root shell?) - Another graphical session. This is one of the polkit settings, which is like this 'per design' Assuming that this is the case (I can reproduce this on my system like this), I mark is as 'WORKSFORME'.
