I still think that changing layout of an already shown dialog is a really really bad idea - things jump around layout-wise: either the list gets resized or the window. I have also expressed this opinion in bug #373474 in relation to the Software Manager. With regard to the layout issue, it sounds like it has to do with the fact we tend to over-calculate the minimum size necessary to present the UI.
