Here's a fix. This must be done before mate is run the first time, so it would
be best to implement in the package, not as a post-install workaround.
Replace the contents of /usr/share/mate-panel/layouts/opensuse.layout with the
following:

This doesn't change the fact that "Mate Advanced Menu" is broken. However it
does provide the user with a working menu out of the box for Mate.
