For networking the configuartion is done by default. As a workaround i do systemctl enable cups-browsed.service in my autoyast script. This means if you need more technical details about the incompatible changes in the printing system from openSUSE 13.1/13.2 to openSUSE Leap 42.1 I recommend to read the SLES 12 release notes at https://www.suse.com/releasenotes/x86_64/SUSE-SLES/12/ The printing systems in openSUSE Leap 42.1 and SLE12 are basically identical. The only noteworthy difference is that in openSUSE Leap 42.1 there is no "Traditional CUPS version 1.5.4 Provided in the Legacy Module" because we do not provide "modules" like that "Legacy Module" for openSUSE Leap 42.1, cf. https://bugzilla.suse.com/show_bug.cgi?id=951596#c0 If you really want traditional CUPS version 1.5.4 for openSUSE Leap 42.1 you can get it from the OBS "Printing" project as "cups154*" RPM packages for direct RPM download from http://download.opensuse.org/repositories/Printing/openSUSE_Leap_42.1/x86_64... Note that traditional CUPS version 1.5.4 conflicts with the default CUPS 1.7 + cups-filters packages in openSUSE Leap 42.1 (and also in SLE12) so that you would need to do manual installation steps.
