Sorry this is a wontfix as non-critical bugs won't be fixed for 10.3 anymore and there will be no kde3 release on openSUSE 11.2+ for which fixing would be useful.
O.k, o.k... I know the status of kde 3 in opensuse. I can confirm the problem, using another font works, switching back and forward will make the € appear/disappear. Konsole from KDE4 is not affected.
