As I wrote in the duplicate bug report: It works on a fresh user account.
I've only used fresh accounts, in fact a freshly installed system. Never any existing accounts.
I'm not sure if we can do anything about it. I'll have a look, maybe a kconf_update script might be able to change it.
Let me check the current status, my report is 5 months old.
But the actual problem lies deeper than spectacle or the PrtScr key assignment and is probably by design.

I've only used fresh accounts, in fact a freshly installed system. Never any existing accounts.
If you create a fresh account after installing all updates, it should work. If you create a fresh account on a virgin Leap 42.1 installation, login and update the system then, it probably might not work, as it is *not* a fresh account any more. 42.2 will not have this problem, as it will only come with spectacle. There also was https://bugzilla.opensuse.org/show_bug.cgi?id=965181 though, which also broke it for fresh accounts.
