11.0 it doesn't and thus sgml2html fails.

IIRC, sgmltool is still available in the FTP installation. Dropping it as unmaintained probably is not an option.
Wondering what is the best way out off this dilemma?
The work around is: after DVD update, do a FTP update: zypper dup. Or go into the yast software selection and look into the @System repo for packages with updates (and there will be unmaintained packages too).

Well, it depends. YaST allows to select whether you want to keep or remove "unsupported" packages, which means packages which do not exist on the new media. So, YaST may uninstall such packages.
Such an option used to exist, but on 11.0 I cannot find it any longer. That's why I'm asking ;-) At least, in the ncurses front-end I do not see it.
Keeping packages which require different version of base libraries, which had been updated, does not make much sense IMHO.
