Looking at the code, it seems rather odd that PackageKit would have to explicitly deal with locked packages. IIUC, they should be part of the regular solving and influence the decisions at that stage already. Maybe the backend is doing something wrong that it's not happening?

It would be much easier if that's ture. But it seems that libzypp marks those locked packages "ToBeInstalled" after resolving.
