I can't reproduce getting a system with NM installed, but not libnm-util2. Did you happen to ignore some dependencies during update? Some versions not properly chosen? Also, it might me interesting to see what "zypper verify" reported while the problem prevailed (sadly, of course, you fixed the problem by now on your system). libnm-util.so.2 is also provided by NetworkManager-glib which is installed and I guess it should be deprecated by NetworkManager-gnome - but it stayed in my system after updates.
NetworkManager-glib is obsoleted by libnm-util2. So the question is why you still have it installed. This makes 0,5hour usage of downloading packages (12Mbps network) and 1hour of installing packages, multiplying it by thousands of users you get thousands of wasted computer/hours which could be avoided by just not bumping versions because of new release. There is a supported way to update your system online/live, See http://en.opensuse.org/Upgrade#Running_the_Upgrade Which actually comes down do use 'zypper dup' (dist-upgrade). One very important step is to make sure there are no repos enabled that are not targeting the specific openSUSE release, as they are a clear cause to keep remainders hanging around and cause ill effects on the dist-upgrade process. About the version upgrades: it's almost obvious that almost every package get's touched at least once during a release cycle of 8 months... so a new version sounds in order...
