I fully agree with that fixing the checker script is the best option, too.

https://github.com/openSUSE/openSUSE-release-tools/blob/master/findfileconfl... is the part of the bot detecting file conflicts - if somebody has some spare cycles Beware though: the 'package submission' case is not the only case that can make seemingly non-conflicting files conflict (dynamically created files - just exactly like those certificates; here we're lucky that the sha1sum is used to create the filename, so we are limited to sha1 clashes potentially happening).
