Since you had already agreed to it, it won't pop it again. Zypp saves that information, the server key, and stuff. But don't worry, I will just have to create some testcase that reproduces this. It might be specific to the gtk interface; I remember thinking about something that could trigger this situation (or avoid triggering), but not sure what it was exactly...
