For USB HID UPS devices it expects the work being done by the operating system. But it sets privileges to root:root with ACL allowing access to the locally logged user. It is not sufficient for nut => failure. The trigger is a bit different: If the package is installed when the UPS is already plugged and system is not rebooted and UPS is not re-plugged, then permissions are not updated and the daemon refuses to start.
