I have no 13.1 system here to try. But most comments here seem to indicate that it works in general in 12.3 and 13.1 as well. And even you wrote already that it works on other systems/for other users. Some thoughts: Have you tried to login as a different user? I suppose you're trying to login into KDE. Try to choose a different session, like IceWM, instead. Maybe some user setting (e.g. graphics/desktop effects related) causes the desktop to crash during login.
