I could not do the video, but I have a better explanation.
Yast2 installer has Asturian language support but its keyboard layout is not correct, I mean, I cannot write the special Asturian characters Ḥḥ and Ḷḷ (instead I get Ħħ and Łł), but with áÁéÉíÍóÓúÚüÜÑñ I have no problem.
Back to a fresh installed system Ħħ, Łł and Ññ can be typed but not áÁéÉíÍóÓúÚüÜ which is strange. Going to Input Devices > Keyboard > Layouts there is no keyboard layout set (maybe KDE bug), instead I have to do it by hand checking "Configure layouts" and then press Add button. The "Limit selection by language" list forgets Asturian so i have to go through "Layout" list, select Spanish and then in "Variant" list, select "Asturian (Spanish, with bottom-dot H and bottom-dot L)" and apply changes. Now I can type Ḥḥ and Ḷḷ but áÁéÉíÍóÓúÚüÜ not. On the other hand, I also set "España - asturianu (ast_ES)" as a system region but same result.
Yast2 keyboard layout settings seem to be overriden at installation stage.
