Apparently it is a consequence of this bug in Term::ReadLine::Gnu
dhcp112:~ # perl -e "use Term::ReadLine; Term::ReadLine->new('name');"

The alternate implementation does not have the problem:
dhcp112:~ # PERL_RL=Perl perl -e "use Term::ReadLine;
Term::ReadLine->new('name');"
Exporting PERL_RL=Perl works around the problem.
