I'm sorry for late response , been busy .
I have been able to reproduce this problem using latest
kiwi, kernel and udev rpms :
kiwi = 9.21.7-lp151.2.14.1
kernel = 4.12.14-lp151.28.67.2
udev = 234-lp151.26.25.1
you have mentioned you have used description
from https://github.com/OSInside/kiwi-descriptions.
as I can see, these oem desriptions use EFI ( firmware="efi" ) and
that is probably the main difference and reason why it works for you.
in our case we are using ( and we need it) classic CSM (BIOS) boot not EFI.
currently we are using workaround described in my initial comment ,
however the cleaner working workaround is to add:
"/sbin/udevadm trigger --action=add" to kiwi hook ,
in my case I have added it to preHWDetect.sh and it works fine.
also: tried to look at bsc#1135762 but it looks like I have no right to read
this bug ?
