What's your $(rpm -q iptraf)
iptraf-3.0.0-148.1.x86_64
$(rpm -V iptraf)?
Obviously: missing /var/run/iptraf
Do you have /var/run on tmpfs?

Could you please try the version from Factory (network:utilities)? That does not seem to require /var/run/iptraf.
