GPL does not cover the whole package. Note that the Sun documentation license construct actually makes it impossible to modify the source code of MySQL in a way that would invalidate the statements of the documentation provided by Sun. Since the documentation is not modifiable at all, the documentation for the changes would have to be in another document, and any application or method for displaying integrated documentation to the operator would violate the Sun documentation license. That means the whole documentation would have to be rewritten from scratch.
