fgrep HARDCORE /etc/sysconfig/ulimit HARDCORELIMIT="unlimited" ulimit -c 0

Thus exiting mingetty (^D on console login) # or changing runlevel to 3 and back to 5 for xdm is needed. # Rebooting helps as well, of course. BTW in 13.1 ulimit is dropped in favor of systemd.

It only does it because the file /etc/sysconfig/ulimit is present from the previous 12.3 system. Freshly installed 13.1 systems do not have it. Perhaps /etc/sysconfig/ulimit should have been converted to /etc/systemd/system.conf and removed (bug 744818 comment 12: "not implemented").
