Can you reproduce this problem outside boot process, by calling BLKID_SKIP_CHECK_MDRAID=1 /sbin/blkid -c /dev/null

Let's try to create a wrapper and check, where it hangs:

mv /usr/sbin/blkid /usr/sbin/blkid.bin echo -e '#!/bin/sh\nexec strace -r -o /dev/blkid$$.log /usr/sbin/blkid.bin'

...

/usr/sbin/blkid chmod +x /usr/sbin/blkid

And then reboot, wait and read /dev/blkid*.log. (I am redirecting the output to /dev, because it should be always writable.)
