Yes, it is a different way of handling dynamic libraries, but one that is not normally used for Tcl, from the Tcl community's point of view. I wasn't aware that other Linux distros have such a symlink and I was never asked for it in the more than 25 years that I've been maintaining Tcl for SUSE. But as I said above, normally such a link should not be needed, if Tcl and its build system are used the way they are meant to for embedding Tcl in other programs or for building Tcl extensions that can be loaded at runtime.
