USED_FS_LIST in /etc/sysconfig/storage contains "ext4 btrfs swap". I can see libzypp answering the NAMESPACE_FILESYSTEM callback with 1 for the filesystems listed in /etc/sysconfig/storage. If the package can not be installed due to any dependency conflict, or even if it's installation would just require updating an already installed package, it's installation is silently skipped. It's the same behavior as with language packages or kmps. The behavior is correct.
