That's why I've marked this bug as critical. AFAIK the boot scripts do this in the correct way ... one reason why I always switch off the bootsplash to see what the system is doing during boot. AFAIK there are some cases which always cause a bootsplash off, a getty is starting, a boot script wants a password or passphrase (boot.crypto, boot.localfs and boot.rootfsck at failed fsck, apache, apache2, and kdump). Also if X is starting to late, e.g. after the getties are comming up one may see the real boot messages instead of the useless bootsplash. It would be very interesting to know which X server is used, e.g. which X server is to slow. Indeed it seems to me that it's because kdm starts to late. On the system shutdown switching from verbose mode to silent takes place. Silent mode starts just after messages:

Something should be definitely done with it. If I understand correctly the problem is that gettys start earlier than Xorg and hence splash drops to verbose. A suggestion: what about if user has default runlevel 5 to ignore starting gettys and leave splash in silent mode? I suggest to reopen if you still can reproduce it with Alpha4. Well, I've installed fresh Alpha3 system, and this issue remains. ??? Alpha 4 has not been released yet.
