An SElinux bug is causing this error. The message is erroneous, the problem is not missing libvirt (the page is outdated, the logic which leads to it tries other methods to communicate beyond just libvirtd. Upstream has a bug open about this false error message), it is lack of access to the existing daemons' dbus interfaces.
