In openSUSE 13.2 the kdesu binary is in the kdebase4-runtime package. Tested and the issue still exists there.

Hm, I just tried that (with the reproduction steps from comment#0), and it works fine here on my 13.2 system. I had to kill kdesud after changing the password, but that's unrelated.
