I guess I was wrong here even though I am not exactly sure regarding the locale setting. To me it looked like starting "env LC_ALL=en_IE.utf8 korganizer" would yield 12h time format with Sun being the first day of the week and when trying to add appointments they always end up being invalid as the end date is before start date and changing to AM was not possible.
