Then installation starts and the sysconfig package install a /etc/sysconfig/network/config where NETCONFIG_NTP_POLICY is set to "auto". After the ntp configuration is written (at the end of first stage) this variable is set to "". Yeah, it'd help, but it's quite an overkill.
