transmissoin currently  fails to build:

transmission-lang-1.34-5.1.i586.rpm: directories not owned by a package:
- /usr/share/locale/ckb
- /usr/share/locale/ckb/LC_MESSAGES

Please advise: either this gets added to the filesystem package, or either we
ignore (ie, don't ship) this locale in transmission.
