The problem is present for long years now, and it is still present in 11.3. In short: updater applet access data in such way, that it blocks SM, and since applet works all time, when you run SM it will complain about not getting exclusive lock on local data. For average user the error is meaningless, but what worse the solution for everyone is to quit the applet. But quiting the applet contradicts its sense of existence. I doubt this is not true. Applet is running all the time, but it should not lock package management all the time.
