On sites with lots of pictures and some flash it appears to be more of a problem (like abcnews.com). Sites that are just text don't seem to be an issue (at least for me). I changed the Firefox config, Edit->Preferences->General and unchecked 'Use Autoscrolling' and 'Use smooth scrolling'.
