How do I achieve the same for the clock applet ?
You can't, unfortunately. It's not the same clock, and it's not configurable.
I would rather than close, modify this to "Enhancement" requesting that the settings of the first user established are used as default. I think that's what the average user coming from Windows is likely to expect.
Actually, I'd disagree -- I wouldn't want this, for example.
Also I venture to suggest, that this is made an option in the context menu of the Background, as this is where the average GUI user will expect it. Few people know about the gconf-editor much less what it's good for.
