And why do you think there should be one? Or rather, why do you think that is a bug in openSUSE's KDE packages?
Support for fortisslvpn has only been added to plasma-nm in 5.11, just 4 months ago: https://cgit.kde.org/plasma-nm.git/commit/vpn/ fortisslvpn?id=78b78cf3dedf7423ddd1c13388cfd381a768f42d
Leap 42.2 (and 42.3) comes with 5.8.x though, and that won't change, we do not do version upgrades. Leap 15 will have it of course, and it is in Tumbleweed already now. You can get it for Leap 42.2/42.3 in the additional KDE:Frameworks5 repo.
OTOH, to use it you would also need NetworkManager-fortisslvpn, which is not in the distribution yet, not even in Tumbleweed. See bug 1064867 for that.
Why do we have openvpn , vpnc, etc. ? I think there should be one for the same reason the other are there. Installed latest KDE Frameworks and indeed we have it there.... Dont need to be rude in answers. Just say that there is no roadmap for this and it will follow in next versions. Simple as that ... We have them because support for them has been implemented long ago (in NetworkManager itself and in plasma-nm). But we (openSUSE) only package what projects like KDE release. If something is not available, we cannot provide it.

What's rude about asking why you think it's a bug? (I suppose that's what you mean) I never heard of openfortivpn before and had no idea whether it should be there or not (it might have been a packaging "mistake", e.g. missing build dependencies). As I investigated more while writing my reply, I probably should have removed the questions though, sorry if that offended you.

Well, we have a "roadmap", though not specifically for that feature. Anyway, as written it is available in Tumbleweed already, and it will be in Leap 15, which will ship with Plasma 5.12 (because that will be an LTS release).
