As the behavior persists in multiple applications my guess is this is XFCE related behavior, I have changed the default browser using: Applications Menu -> Settings -> Settings Manager -> Preferred Applications and selecting "Other" for web browser, I was asked to select path, I have chosen /usr/bin/firefox and I was proposed with this command: /usr/bin/firefox "%s" after restarting skype it worked properly, this behavior (quoting %s) should be default. I have just verified that firefox itself works:
firefox https://github.com/wayneeseguin/rvm-test#test0me
and after reseting the default in settigns:
exo-open https://github.com/wayneeseguin/rvm-test#test0me
opens only the first part without anchor, using quotes does not help:
exo-open "https://github.com/wayneeseguin/rvm-test#test0me"
and escaped quotes fail:
exo-open \"https://github.com/wayneeseguin/rvm-test#test0me\"
Yes, it seems like an issue with how exo-open processes its arguments.(In reply to comment #3)
and just as a side note, `xdg-open` has exactly the same issue ... you might want to open separate issue if it should be handled separately.

upstream is going to merge that patch... so the question is mainly: should we preparer a fixup release for this or just keep it for the next release? (Considering that since 2008 there was not much noise, seems not too many ever cared for it)
