I just added zypper to 11.3 JeOS image in susestudio (is this what you did?), and libcurl4 was added. Additionally, libcurl has always been libzypp's hard dependency, so it should not be possible to install zypper without libcurl. So this worked for me, libcurl4 was there, zypper worked with both aria backend and curl backend. I was also unable to remove libcurl4 without removing zypper as well, so the dependencies are handled alright. I'll close this report now as WORKSFORME, but if you hit the bug again, please attach zypper.log or also some relevant output from the terminal.
