Of course I want if I choose this action in the start menu ! Is it possible to change this behaviour by a message box with a timer and a cancel button. The timer could be set to 5 secs and the cancel button will cancel the shutdown or reboot action. It is the same concept that the start menu in windows xp and the shutdown action (click on start to shutdown). In my opinion, if I choose to restart or shutdown then I know what I am doing :-) At least a time counter set to 5 secs is enough if the user does not mean to restart or reboot.
