In my humble opinion: In this update, plymouth dropped the framebuffer forbidden patch. But when the kernel doesn't disable the CONFIG_FB. and user still uses it, the boot progress will have fault.
What would be the failure mode here, specifically? This patch was to override kernel interface selection for one virtual card only used in qemu, and the reports are from real hardware. On all but that one virtual card the behavior was as without the patch.
