On my desktop this happens by using fvwm2 with clock-to-focus configured and two xterm with installed xaw3dd. If I'm open the two xterms, resize the first upto 2/3 of the screen and place the second xterm with focus avtive above the first. Now move the mouse over the first xterm in background but without changing the input focus (required) and scroll down or up then with the wheel button.
