By enabling jbd2 debugging with syslog running, you're ensuring that there will _always_ be something write. When there's something to write, the commit thread will spin up after a certain timeout (5 seconds by default), to write it out to disk. Since 11.3 is out of maintenance, can you reproduce this with 11.4 or 12.1 without syslog enabled? If so, re-open this report with an updated product field.
