If I stop KPowersave, set the governor to powersave and start the machine e.g. with AC online and dynamic as CPU Freq Policy for the performance scheme. Set the userspace governor, then start kpowersave and you should see that ondemand is not set. It seems to me that kpowersave thinks that userspace already is a dynamic policy and thus doesn't set it again. Just bad if someone manually set it to userspace without the HAL addon. You can't. And honestly, if someone is so stupid to set the userpace governor manually without the HAL addon, he has to except something not working.
